Is the "Fat Buddha" Hotei? I'm not sure. Actually there's one very popular "Fat Buddha" in the Chinese tradition, he always laughs. According to some records, such "Buddha" is believed to be a manifestation of the Maitreya Buddha.

BTW, regarding the question should a bar/restaurant have Buddha status/pictures. Well I have to say that, for several reasons, those objects shouldn't be there. It's not only because they are religious objects and therefore shouldn't be used as a marketing means but there are also several spiritual reasons.
