On a reality level, much suffering that the people in Tibet have / are going through is a result of Chinese oppression, of having athiests occupy one's lands, and meddle in the selection of successors to spritual leadership. Not to mention the outright kidnapping, killing, and imprisonment that goes along with this. On a philosophical and semantic level, one can debate your statement. (I personally belive strongly in the duality of kharma, and try to commit many kind acts, attributing much of any wrong that befalls me to my own lowly behavior.) Hopefully some progress is being made this summer with the Dalai Lama's visit to America, and some better conciliation between Tibet and China may be in the offering.
