They are to be hung at all times, any where you want to put them. Outside is nice so the wind can breeze through and the prayers continue with the breeze. Or you can hang them up in your home, wherever your heart desires. Just make sure that the figures in the center of the flags are not upside down. What kind did you get, bet it was the Wind Horse, there is a story about but too tired to try and tell that to you tonight. If they are put outside, they are suppose to just stay until they fall apart or change them at the Tibetan New Year. Just think how many prayers are going into the sky from your kindness. If they are on your shrine, then just think how many blessings are coming from that shrine.
