I would just like to point out that the arrested Tibetans weren't sent back to Tibet but sent to UNHCR and from there to Dharamsala.

Times of India - September 2, 2000
KATHMANDU: Nepali Police arrested 19 Tibetans at Jiri, in the country's east, for illegal entry, police said on Friday.

"There were three women and two children in the group but due to language problems it was not known from which part of Tibet they came,"
the police said.

The Tibetans were arrested on Wednesday. At least 55 Tibetans have been arrested in the past one month at Jiri with arrivals from Tibet on the
increase.

The Tibetans were sent to Kathmandu on a bus where they were handed over to the United Nations High Commission for Refugees (UNHCR). The UNHCR
office in Kathmandu will process their applications for their journey to Dharamshala in India, where their spiritual leader, the Dalai Lama, is living.(AFP)
