I think you have a good read on the vegetarianism question. The Buddha never required that his followers be vegetarians...he never required much of anything. It's the schools that followed him that formulated rules and specific codes of conduct. They didn't do so because of egotism, but to institutionalize the dharma.
There are people who seem to need meat of some kind. These people should, as you say, not waste it. They should be grateful and compassionate about it, if they want to follow the Buddha. And other dharma students should similarly be compassionate and understanding, not condemnatory.
