Firstly here is a link to a short description of Buddha's words on meat eating by Ajahn Brahmavamso. It's quick and easy and gives references.

Here is an excerpt from "the food rules" for monks where meat is mentioned by Buddha as a "finer staple food" able to be eaten by a sick monk but not by someone not sick.

39. There are these finer staple foods, i.e., ghee, fresh butter, oil, honey, sugar/molasses, fish, meat, milk, and curds. Should any bhikkhu who is not ill, having asked for finer staple foods such as these for his own sake, then eat them, it is to be confessed.
